Investment attraction originated from the development zones established by China's opening-up policy, which concentrated on absorbing Foreign Direct Investment in the manufacturing industry in the early stage. Early Chinese coastal zone caused by the investment promotion and capital introduction of demonstration effect (local economy growth, local fiscal revenue growth, local employment to increase, the increase of the local government infrastructure spending, rising rates of local officials promoted) by government officials found that around the then Chinese government entities at all levels set up a lot of development zone and the investment promotion work.
